Community Safety Policy

1. Purpose of This Community Safety Policy

This Community Safety Policy (“Policy”) establishes the core principles for safe user interaction while using the WHIMSCOPE mobile application, website, and related services (collectively, the “Platform”).

The purpose of this Policy is to create a safe, respectful, and responsible environment for users who utilize the Platform to discover, create, publish, or participate in activities, challenges, ideas, or other forms of interaction.

This Policy establishes rules for safe user conduct, explains potential risks associated with user interactions, and provides recommendations regarding personal safety.

WHIMSCOPE provides solely a digital platform for generating activity ideas and facilitating interaction between users. The Platform does not organize, supervise, control, or manage activities created or conducted by users.

By using the Platform, users acknowledge and agree that they bear personal responsibility for their conduct, decisions, and interactions with other users, both online and during any offline activities.

This Policy forms an integral part of the WHIMSCOPE Terms of Use and must be interpreted together with other Platform policies, including the Community Guidelines, Privacy Policy, Acceptable Use Policy, and other applicable documents.

2. Scope of the Policy

This Community Safety Policy applies to all users of the WHIMSCOPE Platform and governs user conduct while using the mobile application, website, and any related Platform services.

This Policy applies, including but not limited, to:

  • the creation, publication, or distribution of activities, ideas, challenges, or other user-generated content;
  • communication between users through Platform features;
  • interactions between users arising from the use of the Platform;
  • user participation in any activities or meetings proposed, created, or organized by users through the Platform.

WHIMSCOPE provides solely digital tools for generating activity ideas and facilitating interaction between users. The Platform does not act as an organizer, intermediary, coordinator, or participant in any offline activities or meetings between users.

WHIMSCOPE does not verify the identity of users, their reputation, intentions, or level of safety, nor does it monitor, supervise, control, or manage any activities conducted by users outside the Platform.

Any decisions regarding participation in activities, interaction with other users, or attendance at offline meetings are made independently by users and at their own risk.

This Policy applies together with the Terms of Use, Community Guidelines, Acceptable Use Policy, and other WHIMSCOPE policies. In the event of any conflict between documents, the Terms of Use shall prevail.

3. Core Community Safety Principles

WHIMSCOPE strives to create a safe, welcoming, and responsible environment for all Platform users. To maintain such a community, users are expected to follow the core principles of safe and respectful interaction.

3.1 Respect for Other Users

Users must treat one another with respect, courtesy, and tolerance. Any form of insults, harassment, threats, discrimination, or aggressive behavior toward other users is unacceptable.

3.2 Responsible Conduct

Users bear personal responsibility for their conduct, decisions, and actions while using the Platform, as well as during any interactions with other users.

3.3 Honesty and Transparency

Users must provide truthful information and must not mislead other users regarding activities, intentions, terms of participation, or any other circumstances related to interactions through the Platform.

3.4 Compliance with Laws

Users are required to use the Platform in compliance with applicable laws and must refrain from organizing, promoting, or participating in any unlawful or dangerous activities.

3.5 Personal Responsibility for Safety

Each user independently assesses the risks associated with participating in activities or interacting with other users. Users are expected to act cautiously, exercise common sense, and ensure for their own safety and the safety of others.

4. User Conduct Rules

To maintain a safe environment, users of the WHIMSCOPE Platform are required to comply with the conduct rules set forth in this Policy, as well as with other applicable Platform policies, including the Terms of Use and Community Guidelines.

Users bear full responsibility for any actions, content, messages, activities, or interactions related to the use of the Platform.

While using the Platform, users are prohibited from:

4.1 Harassment and Aggressive Behavior

Users are prohibited from:

  • harassing other users;
  • sending threats or intimidation;
  • using offensive, degrading, or aggressive language;
  • engaging in any form of online or offline harassment.

4.2 Discrimination and Hate Speech

Users are prohibited from creating or distributing content, or engaging in behavior, that includes:

  • discrimination;
  • hate speech;
  • insults or derogatory statements based on race, nationality, ethnic origin, sex, gender identity, sexual orientation, religion, disability, or any other protected characteristic.

4.3 Fraud and Misrepresentation

Users are prohibited from:

  • misleading other users;
  • impersonating another person;
  • creating fake profiles;
  • using the Platform for fraud or deceptive practices;
  • providing false information regarding activities or terms of participation.

4.4 Dangerous or Illegal Activities

Users are prohibited from:

  • organizing, offering, or promoting illegal activities;
  • publishing or distributing activities that may endanger the health or safety of others;
  • encouraging behavior that may result in physical harm, injuries, or other dangerous consequences.

4.5 Violations of Personal Boundaries and Privacy

Users are prohibited from:

  • disclosing personal data of other users without their consent;
  • sharing confidential information;
  • engaging in unwanted contact or intrusive communication;
  • using the Platform to collect personal data of other users without lawful grounds.

4.6 Prohibited or Harmful Content

Users are prohibited from publishing or distributing content that:

  • is unlawful or infringes upon the rights of others;
  • contains threats, incitement to violence, or encouragement of dangerous behavior;
  • promotes illegal activities;
  • violates the Platform’s Community Guidelines.

4.7 Abuse of the Platform

Users are prohibited from:

  • using the Platform for spam;
  • using automated means to interact with the Platform without authorization;
  • interfering with the operation of the Platform;
  • circumventing the Platform’s technical or security mechanisms;
  • using the Platform in a manner that may harm other users or the Platform itself.

4.8 Violations of Other Platform Policies

Any violation of the Terms of Use, Community Guidelines, or other WHIMSCOPE policies shall also constitute a violation of this Community Safety Policy.

5. Offline Activities Safety

WHIMSCOPE is solely a digital platform that provides users with tools for generating activity ideas, publishing activity proposals, and interacting with other users.

The Platform does not organize, coordinate, supervise, control, or conduct any activities or meetings between users. Any activities, events, or meetings that arise as a result of using the Platform are organized exclusively by users.

WHIMSCOPE does not verify the identity of users, their reputation, qualifications, intentions, or level of safety. The Platform does not conduct background checks on users and does not guarantee the accuracy or reliability of information that users may provide to one another.

WHIMSCOPE does not monitor, supervise, or control user behavior during offline interactions, including any meetings, activities, or events that may be organized through the Platform.

Users independently decide whether to participate in any activities, interact with other users, or organize meetings. Participation in any activities or meetings is undertaken solely at the users’ own risk.

WHIMSCOPE does not organize, coordinate, or control any offline user activities and is not a party to any arrangements or agreements between users.

WHIMSCOPE shall not be liable for any actions, behavior, or consequences arising from interactions between users, including but not limited to:

  • physical injuries;
  • harm to health;
  • property damage;
  • conflicts between users;
  • any other negative consequences that may arise during or after offline interactions.

Users are solely responsible for assessing potential risks and taking appropriate measures to ensure their own safety during any offline activities.

Although WHIMSCOPE does not organize, control, or supervise offline interactions between users, the Platform implements reasonable moderation, reporting, and safety mechanisms aimed at reducing risks and enforcing compliance with Platform policies.

6. Assumption of Risk

By using the WHIMSCOPE Platform, users understand and agree that any interaction with other users, including participation in any activities, meetings, or events, may involve certain risks.

Such risks may include, but are not limited to:

  • the risk of physical injury or harm to health;
  • dangers associated with being in unfamiliar locations;
  • interactions with unfamiliar individuals;
  • unpredictable or dangerous behavior by other persons;
  • property damage or other negative consequences.

Users acknowledge that they independently assess all potential risks before participating in any activities or meetings that may be organized or proposed through the Platform.

Users voluntarily assume all risks associated with participating in any activities, interacting with other users, or visiting any locations in connection with the use of the Platform.

To the fullest extent permitted by applicable law, WHIMSCOPE shall not be liable for any injuries, harm to health, property damage, losses, or other negative consequences arising from interactions between users or participation in any activities.

7. Personal Safety Recommendations

WHIMSCOPE encourages users to follow basic personal safety practices when interacting with other users of the Platform, especially when participating in any offline activities or meetings.

To help enhance personal safety, users are encouraged to:

7.1 Choose Safe Meeting Locations

Whenever possible, arrange first meetings in public and well-lit places where other people are present.

7.2 Inform Trusted Individuals About Your Plans

Before participating in an activity or meeting, inform friends or family members about the location, time, and individuals you plan to meet.

7.3 Be Careful With Personal Information

Do not disclose personal or confidential information to other users unless necessary, especially during the early stages of interaction.

7.4 Trust Your Instincts

If any situation or another user’s behavior appears suspicious, unsafe, or uncomfortable, discontinue the interaction and leave the situation.

7.5 Independently Assess Risks

Users should independently evaluate the potential risks associated with participating in any activities or meetings and make decisions regarding participation at their own discretion.

These recommendations are provided for informational purposes only. WHIMSCOPE does not guarantee the safety of any activities, meetings, or interactions between users.

8. Reporting Safety Concerns

WHIMSCOPE encourages users to report any behavior, content, or activities that may violate this Community Safety Policy, the Terms of Use, the Community Guidelines, or applicable law.

Users may report situations including, but not limited to:

  • harassment or abusive conduct;
  • threats or aggressive behavior;
  • fraud or deceptive practices;
  • dangerous or potentially harmful activities;
  • illegal activities;
  • violations of Platform rules;
  • any other behavior that may pose a threat to user safety.

Reports of such situations may be submitted through the reporting or complaint features available within the Platform, as well as through other communication channels provided by WHIMSCOPE, including customer support.

Users are expected to provide truthful and as complete information as possible when submitting a complaint or reporting a violation.

WHIMSCOPE may, but is not obligated to, review user reports and investigate circumstances within its reasonable capabilities.

WHIMSCOPE is not obligated to conduct continuous monitoring of user activities or content.

Submitting a report does not guarantee that WHIMSCOPE will take any specific action or make any particular decision regarding the relevant user or content.

9. Platform Response

In the event that WHIMSCOPE receives a report regarding a violation of this Community Safety Policy, the Terms of Use, the Community Guidelines, or other Platform policies, WHIMSCOPE may, at its sole discretion and subject to the nature of the violation and applicable law, take appropriate action.

WHIMSCOPE has the right, but not the obligation, to review user reports, analyze the relevant circumstances, and determine further actions.

Depending on the nature of the violation, the Platform may take the following measures including, but not limited to:

  • removing or restricting access to content;
  • removing or editing activities;
  • issuing a warning to the user;
  • temporarily restricting account functionality;
  • temporarily suspending access to the Platform;
  • permanently blocking an account;
  • terminating a user’s access to the Platform.

WHIMSCOPE reserves the right to determine the nature of a violation and the appropriate enforcement measures at its sole discretion, taking into account the nature of the violation and applicable law, to the fullest extent permitted by law.

The Platform is not obligated to inform users about the outcome of a complaint review, the reasons for any decision made, or any measures taken against other users.

Any measures taken by WHIMSCOPE under this Policy may be applied independently of any other rights or remedies available under the Terms of Use or applicable law.

Procedures for detecting violations, processing complaints, and applying enforcement measures are governed by the Content Moderation and Enforcement Policy.

Users have the right to appeal WHIMSCOPE decisions regarding content restrictions, account suspension, or account termination.

To submit an appeal, the user must contact the Platform’s support service through the designated communication channels.

WHIMSCOPE may, but is not obligated to, review such requests and make decisions at its sole discretion, taking into account the nature of the violation and applicable law.

Submitting an appeal does not guarantee restoration of access to the account or content.

10. Emergency Situations

WHIMSCOPE is not an emergency service, medical provider, law enforcement authority, or any other organization that provides assistance in situations involving threats to life, health, or personal safety.

In the event of a real or potential threat to the life, health, or safety of users, users are strongly encouraged to immediately contact the appropriate local emergency services, including but not limited to:

  • police or law enforcement authorities;
  • emergency medical services;
  • fire departments;
  • other services designated to respond to emergency situations.

Users should understand that the Platform cannot and should not replace emergency services and shall not be responsible for any consequences resulting from delayed, improper, or unsuccessful contact with such services.

WHIMSCOPE provides recommendations and tools intended to support safer interaction between users, but it cannot control situations arising during offline activities and shall not be liable for any harm occurring under such circumstances.

11. Protection of Minors

The WHIMSCOPE Platform is intended for users aged 13 and above. Use of the Platform by individuals under this age is strictly prohibited.

To ensure the safety of minors, the following rules apply:

11.1 Access Restrictions

  • Users who do not meet the minimum age requirement may not create accounts, publish content, or participate in Platform activities.
  • The Platform reserves the right to remove accounts or content that violates this requirement.

11.2 Prohibition of Dangerous and Sexual Content

  • The publication of any sexual, violent, or otherwise harmful content that may be accessible to minors is strictly prohibited.
  • Any content that violates these rules may be removed without prior notice.

11.3 Reporting Violations

  • If there is suspicion that an account belongs to a minor or otherwise violates these rules, users may report it through the Platform’s reporting tools or support service.
  • WHIMSCOPE reserves the right to review such reports and take appropriate actions, including account suspension and content removal.

11.4 Parental or Guardian Responsibility

  • Parents or legal guardians are responsible for supervising the use of the Platform by minors under their care.

WHIMSCOPE reserves the right to take any necessary measures to protect minors to the fullest extent permitted by law.

WHIMSCOPE enforces a zero-tolerance policy regarding any content or behavior that may pose a risk to minors.

Such violations may result in immediate account suspension and, where required by law, the reporting of relevant information to competent authorities.

12. Cooperation with Law Enforcement

WHIMSCOPE reserves the right to cooperate with law enforcement authorities and other governmental agencies, to the extent permitted by law, in order to ensure user safety and compliance with applicable legislation.

12.1 Provision of Information

  • The Platform may provide law enforcement authorities with information about users, activities, or content where it is necessary for investigating legal violations, preventing crimes, or protecting the life and health of individuals.
  • Such disclosure of information may be carried out without prior notice to the user.

12.2 Ensuring Legal Compliance

  • WHIMSCOPE reserves the right to comply with lawful requests and court orders, including subpoenas, search warrants, or data disclosure requests, in accordance with applicable law.

12.3 Cooperation with International Authorities

  • In cases involving cross-border violations or users located in other countries, the Platform may transfer information to relevant national or international authorities to ensure compliance with the law and safety.

WHIMSCOPE shall not be held responsible for the actions of law enforcement authorities and does not guarantee any specific outcome of investigations.

13. Policy Updates

WHIMSCOPE reserves the right to modify, update, or supplement this Community Safety Policy at any time.

13.1 User Notifications

  • Users will be notified of material changes to this Policy through the Platform or other available communication channels.
  • It is the user’s responsibility to regularly review the current version of the Policy.

13.2 Legal Effect of Updates

  • All changes to this Policy become effective immediately upon publication, unless otherwise specified in the relevant notice.
  • Continued use of the Platform after changes have been made shall constitute acceptance of the updated terms.

13.3 Alignment with Other Documents

  • Updates to this Policy do not relieve users from their obligation to comply with the Terms of Use, Community Guidelines, Privacy Policy, and other WHIMSCOPE policies.
  • All Platform policies shall be interpreted in conjunction with one another.
  • In the event of any conflict between documents, the Terms of Use shall prevail.

13.4 Recommendation to Users

  • Users are encouraged to periodically review the latest version of this Policy to stay informed about updates and to continue complying with community safety rules.
